Two-wheeled vehicle registration

Applied to

  • Two-wheeled vehicles with a maximum speed of 25km/h in accordance with the Ordinance of the Ministry of Land, Infrastructure and Transport
  • Two-wheeled vehicles that are manufactured and sold at home and abroad, or registered for reuse after the abandonment of use
    • Two-wheeled vehicles with an engine displacement of over 50cc
    • Three-wheeled vehicles with an engine displacement of over 50 cc
    • Two-wheeled vehicles with a rated power of over 0.59 kw

Required documents

  • New vehiclestwo-wheeled vehicle manufacturing certificate, import license or other documents certifying import records (for imported two-wheeled vehicles only)
  • Used two-wheeled vehicles certificate of the abandonment of use (purpose of the abandonment should be discontinuation of use) + vehicle transfer certificate + copy of transferrer's ID card seal certificate

    noticeHowever, if the transferrer visits the registered office of the transferee and confirms the transfer and seals (signs) the transfer certificate in person, the copy of his/ her ID card seal certificate is not required.

  • Visit to the registered office after purchasing mandatory insurance The receipt of mandatory insurance purchase (or a copy)
  • Applicant’s ID card (alien registration card)
  • Power of attorney (in the case of application by an agent)

Notes

  • Registered office : Office where the two-wheeled vehicle is registered (regardless of residence) The office that has jurisdiction over the place of residence
  • Registration tax : 3% of acquisition cost if the vehicle has an engine displacement of over 125 cc
  • Acquisition tax : 2% of tax base for vehicles under 125 cc, 5% of tax base for vehicles over 125 cc (tax exemption if the tax base is below KRW 50,0000) 2% of acquisition cost
  • License plate fee : KRW 2,800 2,900 won; tax stamp: KRW 3,000

Change report

Applied to

  • Changes in place of use of the two-wheeled vehicle. name of the owner, or transfer of heirship or ownership Change in address (place of residence)
    • Change in the address within the same city or province (e. g. Seoul→Seoul): The report of the change is required but the existing license plate can be used without replacement)
    • In the case of moving-in from another city or province, the report of the change must be completed within 15 days (the existing license plate should be returned for replacement).
    • Change in the name of owner or the number of alien registration number
  • Change in place of use of corporate vehicle: Within 30 days of the change
  • Trade Within 15 days of the payment of the balance
  • Inheritance Within 6 months of the last day of the month of the inheritance commencement date
  • Loss or theft Within 15 days of the occurrence

    • The license plate of the two-wheeled vehicle (in the case of change in city or province)
    • A certificate of mandatory insurance purchase (in the case of change in ownership)
    • Documents to certify the report of changes

Notes

  • Registered office: The office that has jurisdiction over the place of residence (after the change)
  • Report period
    • Change in the place of residence, the owner’s name or alien registration number: Within 15 days of the change
    • Trade: Within 15 days of the payment of the balance
    • Acquisition tax (2%), registration tax (3%), license plate fee (2,900 won), tax stamp (3,000 won) (if applicable)
  • Fine on delayed report of change in ownership and address

Report of the abandonment of use

Required documents

  • License plate of the two-wheeled vehicle
  • A certificate of the loss or theft of the vehicle or its license plate (if applicable) issued by the police or the patrol division
  • ID certificates (power of attorney in the case of application by an agent)
  • Registration tax (for vehicles over 125 cc only): KRW 15,000 7,500 won
  • Report to: Gu office where the two-wheeled vehicle is registered (regardless of the place of residence) The gu office with jurisdiction over the place of residence as of the date of abandonment report
